I have the honour to lay before you a proposition with regard to the issue of the Special License granted by
His Excellency the Governor under Regulation 81 -
Part I to Ordinance No.1,
of 1889.

Our General Manager in Johannesburg has requested
me to communicate with you on this subject having in view
the possibility of making Durban the "home" port for dock-
ing Coolie Transports instead of Hong Kong as at present.
This is being suggested as more convenient to the Manage-
ment and also as in the near future it is most probable
that all matters in connection with chartering will be trans-
ferred to South Africa. It is proposed that Transports
shall proceed direct from Durban to North Chine with or with-
out Repatriates and return thence, with or without freshly
Indentured Coolies, to Durban yia Hong Kong. It will thus be seen that a Transport calls at Hong Kong, in the ordinary
course of events, but once on the round voyage, namely on
the outward trip from China to Durban.
At present, as you are aware, under the above
referred to Fegulations no Transport can proceed to sea
without being specially licensed, which licensing necessitates
his dutie
