Tung Wa Hospital Dispensaries.

Rules regarding disinfection and cleansing of infected premises and valuation of damage done.

1. When an Inspector is notified of a case of infectious disease he informs the Tung Wa Hospital Dispensaries of the address of the premises and of the probable time of disinfection.

2. The Tung Wa Hospital Branch-Office clerk calls the nearest Kaifong and proceeds to the premises.

3. The Inspector points out to the clerk and Kaifong what structures must be pulled down.

4. The Kaifong makes his valuation and the clerk makes it out on the prescribed form in duplicate and forwards it to the Registrar General.

5. The duty of the clerk and Kaifong is to assess the value. They are not to argue whether a structure is legal or illegal but must put down the value of everything destroyed. The Sanitary Department decides whether a structure is legal or illegal. If the inmates are dissatisfied they must petition the Registrar General.

6. The clerk and Kaifong are allowed access to the premises during the removal of furniture etc. but unless suitably dressed must leave whilst anything is being pulled down.

7. The clerk and Kaifong may enter the premises before the arrival of the Inspector.

8. The clerk will explain to the inmates the plague procedure and will be given an opportunity of watching the disinfecting coolies at their work. He will translate to the Inspector any complaint made by the inmates, and must report to the Inspector any misbehaviour on the part of the coolies, and if necessary he will report to the Registrar General as well, but he must not interfere.
