In my opinion the Principal Civil Medical
officer who is the head of the Medical Department, has general
supervision over all the Government Hospitals and direct charge
of one of them, and who is the Governor's technical adviser in
all matters connected with the Medical Science should not also
have charge of the Sanitary Department and preside over the
Sanitary Board.
An Officer of the Cadet Class with knowledge
of Chinese and if possible with proved administrative power
should hold these appointments and should not combine them with
others. With such an Officer at the head of the Department only
one European Secretary would be necessary,
I have talked this matter over with Dr.
Atkinson and he agrees with me that the Department would be
satisfactorily administered in the way I have indicated.
