Officer, namely $4,800 rising to $6,000 per annum, should be provided. I quote a dollar salary because I am of opinion that the present Medical Officer of Health would be the most suitable candidate for the post.
Explains that provision was not made in Ordinance No. 1 of 1903, for Sanitary Commissioner because Sir Henry Blake considered that such an appointment would place too much power in the hands of one man. Sir Henry Blake pointed out that the Board could delegate certain of its powers to the Medical Officer of Health to prevent delay and previous reference to it in case of emergency.
To relieve the Medical Officer of Health of official correspondence and other administrative duties Sir Henry Blake proposed that the Principal Civil Medical Officer as President of the Board should spend some hours each day in conducting business at the Sanitary Board Offices, being relieved of the direct charge of the Government Civil Hospital.
States that interests of the Colony will be best served by bringing the Medical and Sanitary Departments under one Head under the direct administrative control of the Principal Civil Medical Officer.
