will enable me to concert with the responsible officers measures
by which all undue harshness in the administration of the
Sanitary Laws of the Colony may be avoided I wish a full report
on the subject, based as far as possible on actual occurrences,
to be drawn up by a Committee of the Sanitary Board consisting
of all its unofficial members under the Chairmanship of Mr.
Hewett if he will undertake that duty.
5.
The Officers of the Colonial Government
who are on the Sanitary Board will furnish the Committee with
any information that may be required which it is in the power
of their departments to supply.
I have heard it suggested that there is
corruption in the Sanitary and Public Works Departments but of
this also no specific instances or proofs have been submitted to
me.
In case the Committee are in a position to put forward such
instances or proofs I shall be willing to treat any part of
their report as confidential that they may desire to be so
treated except in so far as may be necessary for investigation
and for subsequent action in the event of charges being proved.
