It is also possible that discipline may not be as strict as it should be. But as far as the outdoor work is concerned I consider that it is extremely well organised, due in no small measure to the administrative capacity of the Medical Officer of Health. A copy of the Standing Orders for all Officers of the Department is attached to the Principal Civil Medical Officer's minute.
In addition I enclose copy of the organisation of the Plague Staff; and I venture to think that the City still retains the reputation which Professor Simpson gave it of being one of the best scavenged Cities to be found in any country.

In conclusion I would remind Your Lordship that during the last 2 years there has obtained in this Colony a deepening depression in trade. Last year was, I believe, the worst year that Chinese Merchants here can remember. If values of property in Hongkong have fallen this fact must be taken into account and the blame cannot be wholly laid on the operation of the Sanitary and Building Laws.
