any official. I am, however, satisfied that as a rule the

Inspectors are as considerate towards Chinese, whose

premises they are obliged to visit, as they are to Europeans

under similar circumstances. But, as I have indicated in

my minute, if I am wrong it is impossible in the absence of

specific complaints to deal with irregularities if they do

exist.

In the matter of the administra-tion of the Department generally I consider the remarks of

the Commissioners are not justified by facts. I take this

opportunity of forwarding copy of a report by the Secretary

of the Sanitary Board on the facts of the case referred to

in paragraph 227. I have consulted the depositions taken

by the Magistrate and find that it was the owner of the

house one Tai Chi Ho - who was summoned and that he

pleaded guilty and offered no defence. If Tsang Tim was

really present at the Magistracy, he must have personated

the person summoned.

It is possible that in the

Accounting Branch improvements may be made, and I am

directing enquiries into this subject.
