Section. In this way this difficult question can, as far as
the vast majority of tenement houses are concerned,
be settled without any amendment of the Law. Comparatively few houses have been built since the passing
of Ordinance No. 1 of 1903. What steps shall be taken to deal with
the problem in houses built since the beginning of 1903
and in new houses is a question that will require mature
consideration.

In the meantime, I am carefully
considering the various suggestions made by the Commissioners
touching the administration, or involving amendment,
of the Law, together with various amendments of the Public
Health and Buildings Ordinance, which have been noted by
Government from time to time for enactment on the first
opportunity, and I shall submit recommendations, and
embody them in a draft Amending Ordinance, for the consideration of Sir Frederick Lugard.
