A typed copy of the whole of the evidence taken by the Commission is forwarded under separate cover.

3. It was the desire of Sir Matthew Nathan that the report should be laid before the Legislative Council at the earliest possible moment. Accordingly it was laid at a meeting held on the 16th instant with only so much of the evidence printed with it as is referred to specifically in the margin of the report.

A typewritten copy of the evidence of the more important witnesses principally on the point of the administration of the Sanitary Laws was, however, laid on the table at the same time. I enclose an index to the portions of the evidence which were so laid. I explained to the Council, in a few remarks, copy of which is enclosed, that there had not been time to print more of the evidence.

The rest of the evidence was withheld because some of it had been given on the understanding that it would not be published, while other portions of it are being made the subject of further enquiry.
