Mr. E. A. Hewett is Superintendent of the Peninsular and Oriental Steam Navigation Company and is a member of the Executive and Legislative Councils.
The other members of the Commission are Mr. Fung Wa Ch'ün, Compradore (or Chinese Manager) of Messrs. Shewan Tomes and Company. Mr. Fung is a considerable property owner.
Mr. Lau Chu-pak, Compradore of Messrs. A. S. Watson and Company. He owns some property.
Mr. Henry Humphreys, Head of the Firm of Messrs. Humphreys and Son who are General Managers of Messrs Watson and Company, Druggists and Chemists, and of the Humphreys Estate and Finance Company, Limited, and Mr. A. Shelton Hooper, Secretary of the Hongkong Land Investment and Agency Company, Limited.

I now forward copies of the report of the Commission together with copies of a minute (and its annexures comprising a minute by the Director of Public Works) with which I submitted the report to Sir Matthew Nathan prior to his departure, with a short note added at a later date, together with copy of a minute by the Principal Civil Medical Officer.
