Boards, resenting the change by which

in 1903

the PCMO

was

placed in charge of the Sanitary Dept & the Board somewhat reduced in power,

they stretch the case (as Messrs May & Attenson Chatham's minutes show) against the working of the system

Government.

As regards the corruption,

a number of

As regards the constitution of

the Sanitary Board

This would be

an ideal with here.

It is agreed that the present system by which

the PCMO

is supposed to direct both

the medical & the Sanitary Dept cannot

continue any longer than the view of Prof Simpson & the Committee of 1903 that

a separate officer

is required to run

the Sanitary Dept is justified, Sir

Blake's contrary view proved all that we need so

at present is

wrong.

I think

we have little

or knowledge of the conditions of

Lake

I feel pretty clear that even it is

worth while examining the proposals

in detail till we get

recommendations.

Write

to Sir Lugard's specific

proposed.
