I have not attempted the evidence which is contained in large foolscap typewritten volumes (not circulated)
The composition of the Commission was somewhat unfortunate. It consisted of all the unofficial members of the Sanitary Board. Of the 5, four are property owners, evidently hostile to the strict execution of sanitary and building laws. The result has been that the Commission has done out of its way to attack the claims.
