Since my Despatch of the 27th ultimo was sent I have learned that it has been definitely decided to issue Silver Dollars from the Canton Mint, and in order to remove the temptation to accompany later on such issue by a fresh issue of Subsidiary Coins, I have asked the Viceroy, through His Majesty's Consul-General, if he will agree to suspend the minting and issue of Subsidiary Coins for a period of 5 years on the understanding that this Government will undertake to suspend the issue of small coins for a like period. I have as yet had no reply to this proposal.
