With reference to Your Lordship's Despatch No. 63 of the 5th ultimo, on the subject of the appointment of an Assistant Auditor to audit Railway Accounts, I have the honour to transmit for Your Lordship's information the enclosed copies of reports by the Local Auditor and the Chief Resident Engineer giving reasons for the creation of this post.

2. Your Lordship will also no doubt have observed from the report of the Director of Public Works which was enclosed in Sir Matthew Nathan's Confidential Despatch of the 22nd March last that there is an enormous amount of accounting details to be dealt with under the system on which the Railway is being built.

3. I am therefore of the opinion that in order to have a prompt and satisfactory audit of the expenditure, it is a matter of necessity for the Local Auditor...
