The sleepers shall be afterwards inspected and stamped at places to be selected by the Contractor (i.e., at port of over-sea shipment) by an Inspector of the Public Works Department as being true to size and of the approved quality in accordance with the Specification given above when, should any be found to be defective or not to comply with this specification, it shall be competent for the Inspector to reject them.

The stamp which is to be supplied by the Contractor is to have a distinguishing mark for identifying the individual officer who made the inspection and the letters K.C.R. in letters not less than 4 high.

The sleepers shall be deemed to have been accepted when they have been passed for size and quality as prescribed above, and the certificate of the Inspecting Officer shall be held to be final and binding on the Buyer, provided always that should any patent defect become apparent at the port of discharge on unloading, the same shall be made good by the Contractors, and should any sleepers be rejected from such cause at the port of delivery, the Contractors shall be informed of same, and shall have the right to appoint an Inspector on their behalf and in the event of such Inspector and the Officer appointed by the Buyer failing to agree, they shall appoint an umpire whose decision shall be final.
