With reference to Your Lordship's Confidential Despatch of the 28th of March concerning the case of Sanitary Inspector T. P. Connolly, I have the honour to inform Your Lordship that Inspector Lamble was not called as a witness because a charge of corruption was pending against him. This charge has now been investigated by the Executive Council, a majority of whom found it not proven.

The Interpreter Kwok was dismissed from the Service in 1903 for irregularities of a corrupt nature and was not available as a witness.

I regret that these facts were not reported to Your Lordship in Sir Matthew Nathan's Despatch Gov 10251 No. 23 of the 10th of February last.
