Kelly joined the Railway on 4th January, 1907, on a salary of $150 per month. He tried to get an increase of pay which was refused him. On April 23rd, he said he would not do more than 8 hours work per day unless he was given an increase.
This was refused and his resignation accepted but as the District Engineer found him absent from duty in the meantime without leave, he dismissed him on the spot, not waiting for his notice to be completed. This man lately had been giving a lot of trouble by neglecting his work and making the other men discontented.
