Opium and Alcohol.

Steps are being taken to restrict the consumption of alcoholic liquor.

It is considered that among the European population more drastic measures of control are needed than that of a few licensing restrictions.

It is obvious that Hongkong cannot abolish the sale of opium unless China does so - not merely nominally but in fact. On the other hand if China succeeds in doing what the Central Govt say they want to do,

Hongkong will have to follow suit, whatever views may be held as to the innocuous character of opium smoking.
