I have the honour to acknowledge

Your Excellency's letter of 26th., forwarding the Confidential

Despatch from Secretary of State on the subject of the proposed

amendment of procedure under Article 23 of the Treaty of

Tientsin.

The whole correspondence showS

that those who have been consulted miss the point of my pro-

-posal altogether, and I almost despair of getting the Secretary

of State to appreciate the Hongkong view of the matter. I

propose however to make one more effort, as the matter is of the

utmost importance to the mercantile community.

In the early stages of the cor-

-respondence Your Excellency invited me to obtain the opinion

of the profession on the subject. There is now in the Law

Society, a recognised body which is empowered to express that

opinion, and I should be glad to have Your Excellency's authori-

-ty to obtain the views of Committer of that Society in a more

formal manner than has been hitherto possible.

As the final effort to obtain a

reform of the procedure which will in my opinion be of in-

-calculable benefit to the mercantile community should go to the

Secretary of State with the expressed opinion of that community,

I have the honour to suggest that the Chamber of Commerce should

also be asked confidentially for their views on the matter.
