I have the honour to transmit to Your Lordship copy of correspondence between Sir Matthew Nathan and the Chief Justice on the subject referred to in Your Lordship's Confidential Despatch of the 18th of January.
2. Sir Matthew Nathan has explained in his Confidential Despatch of the 18th ultimo that he was not prepared to take any steps with a view to the amendment of the law of Hongkong with the object of endeavouring to meet the difficulties that arise in the case of absconding bankrupts and contributories to companies wound up by order of the Courts, but that he had been in communication with His Majesty's Consul-General at Canton on the subject of the suggestion that this Government and the Viceroy of the Two Kwang might come to some reciprocal arrangement with regard to questions of bankruptcy.
