Enclosure 1.

Enclosure 3.

Enclosure 4.

Enclosure 5.

179

I have the honour to acknowledge the receipt of Your Lordship's letter of the 5th instant, a copy of which is enclosed.

I forward a copy of Mr. Coyle's reply and of a further letter addressed to him stating that he had failed to exculpate himself.

3. On the 18th instant, Mr. Coyle was brought before the Executive Council when the charges against him were enquired into in his presence, the oral testimony of Mr. Tooker being taken and a hospital discharge, copy attached, being put in by the Director of Public Works, shewing that from the 17th to the 21st March, 1907, Mr. Coyle had been treated in the Government Civil Hospital for alcoholism. The Council unanimously advised that Mr. Coyle should be dismissed from the Public Service. I concur in this advice and have suspended Mr. Coyle from the exercise of the duties of his office, and I recommend that he be dismissed.

4. I shall feel obliged if Your Lordship will inform me of your decision in this case by telegraph, using the one word "Coyle" to signify that his dismissal is confirmed.

5. I attach the minutes of Executive Council.
