I have the honour to inform Your Lordship that in January last Mr. J. Coyle, 2nd Class Overseer, in the Public Works Department, was reported to me for being intoxicated and for absenting himself from his duties without leave for 3 days.

In view of his long service extending over 17 years during which period it was stated he had faithfully served the Government, I did not proceed to the formulation of charges with a view to suspension, but caused Mr. Coyle to be informed that he was severely reprimanded and that dismissal would follow any further lapse from sobriety.

In March further reports were made against Mr. Coyle by Mr. H. P. Tooker, the Executive Engineer under whom Mr. Coyle is employed, and on these were based the charges communicated to Mr. Coyle in a letter
