Sir,

A Board, consisting of yourself as senior member, and of Ensign I. L. Ozburn, and Ensign M. K. Metcalf, U.S. Navy, as additional members, is hereby appointed for the purpose of investigating the collision between the U.S.N.A. "ALEXANDER" and a junk in Hongkong harbour on March 28, 1906, which collision resulted in the sinking of said junk.

You will make a careful and thorough examination into all the attendant circumstances, and upon the completion of the investigation will report in triplicate the testimony taken, and all facts established thereby, together with your conclusions covering such facts.

You will be governed in your investigation by Article 422 U.S.Navy Regulations, and in addition will make recommendations as to the desirability of retaining counsel in the libel proceedings which have been instituted by the owners of the said junk against A. E. Gove, Master of the "ALEXANDER".

The report of Master A. E. Gove is enclosed.
