With regard to Your Lordship's

telegram of the 2nd February last, the Master of 0 Yung
states that he was born at Stanley in this Colony and he
has produced witnesses who corroborate this assertion. As
there was no registration of births at the time he was
born, it is impossible to obtain definite proof in the
matter.
