My Lord,
Referring to Your Lordship's telegram of the 11th January last asking for a full report regarding the circumstances of the sinking of a Junk in collision with the United States Naval Auxiliary "Alexander" I have the honour to forward a copy of the record of the proceedings of a board of investigation held on board the "Alexander" on the 4th April, 1906, together with Statutory Declarations in duplicate made by Leung Yung, the Master of the Junk, and by Wong A Kuen and Lau Yee Lin, members of the crew who were on board at the time of the collision. It has been impossible to forward this evidence earlier owing to the absence of the latter named persons from the Colony.
Enclosure 2.
The Petition forwarded in my Despatch No. 297 of the 5th December is misleading in so far as it contains no mention of the raising of the junk.
