In view of the circumstances in which this gentleman was appointed Deputy Registrar & Accountant (see 32068/02) and his subsequent appeals to this office, I think that it is necessary that he should consider himself very fortunate to have got his present post.
I concur in the action of the Government.
I would add that the fact that he was for a special reason preferred to Mr. Kemp for his present post affords no ground for considering him to be indebted to her for that office.
