In continuation of my despatch of the 25th of March on the subject of the method of carrying out the work of constructing the Hong Kong Section of the Canton Kowloon Railway, I have the honour to enclose a copy of the Assistant Resident Engineer's observations on the Director of Public Works' report of the 20th March and of Mr. Charles's remarks on or of Eve's observations.
2. I must (though they do not bear very directly on my complaint) in fairness to the Assistant Resident Engineer, though they do not bear very directly on my complaint, state that the Railway Construction was economically and should be carried out as rapidly and as efficiently as possible, and there has been a great deal of discussion.
3. I am clearly of opinion that the system under which large contracts works have been constructed in this Colony, crude local control than that which is being followed in this case of the railway, would have been more satisfactory. I have refrained from reporting to Your Lordship any further delay in the take of progress of the work and as my approaching return to England will give me an opportunity of discussing the matter with Your Lordship's department and with the Consulting Engineers.
