a more satisfactory arrangement than that recommended by Sir M. Nathan would be to have four Senior Assistant masters and to continue to the officers of that grade who perform the duties of Normal master the Paragon allowance of $600 at present drawn by Mr Ralphs; the staff allowance to remain non-pensionable, not carrying exchange compensation, and not to be drawn by the holder while on leave of the usual post.
