In my letter of 24th. December, I referred
to the method of calculating the rate each month as being the
average of the rates ruling on the 15th. of the month and on
the 15th. of the previous month. On reading the rule however I
find that it is calculated on the average of the rates ruling
from the 15th. of the previous month to the 15th. of the month
on which salaries are paid. I have the honour to submit to Your
Excellency that the rule is both illogical in its conception, and
unjust in its operation.

I have the honour to enclose a list of the
rates ruling from 15th. February last to the 15th. of this month:
the most superficial glance at the figures shows that 2/2 is not
the true average rate between these two dates. The adverse
operation of the "farthing" proviso, therefore, of itself works
to the detriment of civil servants.

But it is to the inequitable operation of
the main principle of the rule that I desire specially to invite
Your Excellency's attention: and I submit with respect that this
principle is one which should not govern the payment of salaries. Theoretically, salaries accrue day by day: but practically,
with the fluctuations of the rate of exchange during the month
the civil servants have no concern. For thee the practical
question is, as the Secretary of State has himself pointed out,
what is the rate at the end of the month, at which tise they have
to make their remittances home. It is I submit inequitable that
the rate at which salaries are paid should be influenced by any
high rates which have prevailed during the month: any more than
there is any reason why they should be by any low rates. Unfortu-
-nately, as experience has shown, the rule has worked detrimental-
-ly; for this the well known rule of human affairs that things
decline quicker than they rise is sufficient to account.
