in this Colony. He is now in receipt of £520 per annum

compared with the salary of £480 per annum drawn by Officers

who have recently joined the Service, and compared with a

salary of £720 which he would have drawn from the 12th.

July next had he originally joined the Colonial Service

at Hongkong instead of at Trinidad.

It would appear somewhat of a

hardship that Dr. Koch, who is reported to be a very

capable Officer, should after nearly eighteen years'

service be in a position financially but little better

than that of the most junior Officers in his Department,

and in these circumstances and in view of the fact that

the vacancy referred to in Mr. Lyttelton's Despatch has

not occurred, I have felt justified in bringing up again

the question of Dr. Koch's salary. I recommend that he may

be allowed to anticipate two of the increments which accrue

triennially and draw from the 1st. January next a salary

of £600 per annum.
