2* It is somewhat difficult to analyze the accounts because there are among them a good many of considerable amounts for labour, in which the nature of the work performed is not stated.
Also, in ordinary works, the European Staff of the foreman or overseer class are engaged in superintending and directing the operations of the Chinese workmen and may therefore be charged to "supervision", but in this case there are European men who perform tunnelling operations and, in the accounts, they are not sufficiently discriminated from other men of a similar grade who are employed on supervision only.
Where a doubt exists in such cases, I have generally classified the account under the heading of "Permanent work".
