The Committee support the Director of the Hongkong Observatory in his opinion that the storm was of local origin and gave no indication of its existence until close to the Colony.

The Director of the Sikawei Observatory contends that the typhoon was one of which warning was given by him at 11:30 A.M. on the 15th September. If this contention is correct, the facts seem scarcely to have been appreciated by the Sikawei Observatory Authorities until after the storm at Hongkong, their chart - No. 80 of September 18th (6 A.M.) showing no disturbance in the neighbourhood of that Port, and the remarks accompanying it stating that the depression previously reported as nearly stationary at Formosa was filling up gradually.
