In a Despatch of even date I
have recommended to Your Lordship the promotion of Mr. H.
H. J. Gompertz, Assistant Colonial Secretary, to be First
Police Magistrate. Should this recommendation be accepted
I have the honour to propose that Mr. Cecil Clementi should
receive the Class II appointment thus rendered vacant. This
Officer's record of service is given on page 208 of the
Hongkong Civil Service List. The emoluments of his present
substantive appointment that of Assistant Registrar-
-General are $3,600 to $4,200 with Exchange Compensation.

The date of his first appointment
as Cadet is subsequent to the dates of the appointments of
Messrs. Messer, Hallifax, Kemp, Johnston, and Wolfe. Mr.
Clementi, however, passed his various examinations in
Chinese in an unusually short period and received an
appointment in Class III before any of the above-mentioned
Officers
