Dear Mr Guterres,
In answer to your inquiries re my knowledge of your transactions as Shipping Master at the Port of Hong Kong, I beg to state: that for the last 9 years, the steamers of the Indo China Steam Navigation Company to which I have been attached have been under the Hong Kong Office, and during all that time I have had much pleasure and satisfaction in dealing with you as Shipping Master.
On many occasions I have known you to willingly inconvenience yourself to prevent detention of the vessel, by coming on board at all times out of office hours, to sign crew.
Your information, advice, and assistance regarding the engagement of men has very often prevented serious delay; but at no time, have I known you to deduct sums of money, from the advances paid to these crews, as commission for your services. Such advances have always been paid by me to the men personally with money drawn from Messrs Jardine Matheson & Co.'s Office.
Neither have I known you to deduct sums of money when discharging crews. As a rule, the same men (who are paid up to the end of each preceding month) remain in the ship, and if the articles expire and have to be renewed in the middle of the month, they sign off one agreement, and on to another; but on any occasion when a crew has to be paid off, and a new one shipped, the men being discharged are paid by me in your presence, with money drawn from my Company's office, and at no time have I known you to substitute coin of...
