I hereby certify that Mr A. P. Guterres served as 5th, 4th, and 3rd clerk in the Harbour Department for a period of 18 years and 11 months, and that his conduct during that time was most satisfactory. Mr Guterres has had charge of the Shipping of seamen branch of the Department and I have pleasure in certifying to his capability as a good Officer.
