On arriving here on Feb. 3rd, I was extremely sorry to hear you had been suspended from your post as shipping master, which you have so ably filled for so many years past, and on learning the reason of this suspension, I was still more surprised that the government here should, on the evidence they had, justify it. I know that whenever my crews have been paid off by you, they have always received their full wages. In my presence, the cash has been placed on the desk, and the balance, if any, has been handed to the men, the total agreeing with the amount of the way bill, so the accusation that you have kept money back from the men is false as far as my ships are concerned.

I have always watched each man get his hands on the money, and have seen it counted in my presence, and the whole proceeding was far too public for any malpractice that you are accused of to take place.
