by the Colonial Secretary that Your Petitioner had failed to exculpate himself to the satisfaction of His Excellency the Officer Administering the Government of Hong Kong and that the question of Your Petitioner's suspension would be brought before the Executive Council on the 20th December 1906 when Your Petitioner would be allowed to appear and defend himself orally and to call witnesses in his defence.
With the last mentioned letter there was enclosed a copy of a Statement made by one Lo Pak second boatswain of the Steamship "Cranley" which Statement Your Petitioner was informed might be used against him on the 20th December 1906.
A copy of the last mentioned Statement is hereunto annexed and is marked "B".
On the 20th December 1906 Your Petitioner attended before His Excellency the Officer Administering the Government of Hong Kong in Council when the question of Your Petitioner's suspension from the exercise of his office was dealt with.
Your Petitioner had previously applied for permission to be represented by a Solicitor as an advocate on Your Petitioner's behalf but Your Petitioner's application was refused.
At the Inquiry by His Excellency the Officer Administering the Government in Council into the question of Your Petitioner's suspension from the exercise of his office five witnesses gave evidence in support of the charges alleged against Your Petitioner namely Ng Sze Kau, Ng Yan Tsing, Cheuk Foo, a Chinese Detective (whose name Your Petitioner does not recollect) and Chief Detective Inspector Hanson.
