Mon. Colonial Secretary,

Charge (a) depends on the evidence of Ng Sze Ko

he makes his statement in a manner which appears worthy of credit.

Charge (b) depends upon the statements of Cheuk

Foo and Ng Ying skene. which Lo Pak corroborates to a certain extent.

Charges (c), (d), and (e) are very vague and

depend upon general statements (including some hearsay evidence) of Ng Ying Syeng.

I think there is a case but it is not strong.

The written statements of Lo Pak and the Master

should be put in evidence.

Copies of all the statements should be supplied

to Mr. Guterres, and all available witnesses confronted with him before Council

and cross-examined thoroughly?

I presume it is true that he understands Chinese.

(Sd.) B. L. Bowley,

Crown Solicitor.
