I would draw a distinction in this connection between the works carried out by James Orange, and the Sewerage, drainage and water distribution systems of the City of Victoria carried out by M'IA. Cooper. Both trust officers were specially versed in the respective works and in Consulting Engineer's accent and were attached during their execution, to cope with Public Works Department, the Director of that Department having general control and supervision.
