Banton Kowlun Railway. I continue to be dissatisfied at the progress of the line on which expenditure, which appears to be out of proportion to the work done, is being incurred. In these circumstances I ask your sanction to place railway construction under the Director of Public Works who will communicate with the Consulting Engineer as may be necessary. This system has been successful in the construction of other large works in the Colony.
