Le Man Kat ng called to give evidence on the second inquiry entitled "Cherrek". Interrogated by the Hon. Mr May he said: I live at 35, Lower Lascar Road and am the late first clerk in the Sanitary Department. I know the man sitting down, he is Inspector Conolly. I know Ho Choy. About ten months ago I called at his shop one night and he told me he had a tea house in Queen's Road West, and that the senior inspector gave him a lot of trouble by requiring the tea house to be cleansed at noon every Saturday. He asked me if I knew the inspector and asked me to get permission to cleanse the place in the evening. I told him that I knew the inspector and that I would speak to him.
The next day I saw Inspector Conolly in my office and I asked him whether he was the inspector who required the tea house in Queen's Road West, and I gave him the address of the tea house. He said 'yes' and I then told him it was kept by my friend and that if he would be lenient to him my friend would give him a "cursha", and he said 'all right if it is your friend'. That evening I went to see Ho Choy and told him I had seen Inspector Conolly and he had agreed to be lenient to him. He then asked what should he give to the inspector and I said "give what you like". He said "will ten dollars do" and I said "what you like" and he told me to sit in his shop and he would go and get the money.
He returned in about half an hour and gave me one $10 bill and asked me to give it to the inspector. I kept the money in my pocket for a few days and gave it to the inspector the first time I saw him.
