Answer:-
To this charge I am compelled to give an absolute and positive denial. The translation relates to A. Kon for engaging coolie labour. I am not privileged nor am I allowed to engage without the sanction of the Medical Officer of Health. During the whole of my service as a Senior Sanitary Inspector under the Government of Hongkong on four occasions only has outside coolies been employed and that was always at the Chinese New Year, excepting during the recent typhoon of September last year, when I was then authorized to engage extra coolies.
