The leave to Mr. Smith was approved on the condition twice expressed by the Secretary of State - that it should be from Hongkong. Having accepted this condition in my anxiety that Mr. Smith should get the leave his work here had so well earned and which was considered necessary for his health by the Principal Civil Medical Officer, I cannot properly ask to have the condition cancelled.
