the hospital to an emergency case, and the Secretary often does not know till some time later where the nurse is to be found. Further, although the doctors on the Committee have been members of it since the Association was first started, yet the lady members, owing to departures for England, have been constantly changed; so much is this the case that there have been no less than seven different secretaries during the five years since the Association was instituted. This continual change makes it difficult for any constant line of policy to be followed.
The chief, and perhaps the only objection to this proposal is the fact that the first two nurses who were brought out for private nursing in 1899 and were under the Government, managed by the Matron of the Civil Hospital, were not a success; their earnings were small and the Government found the expenses of their upkeep so large that, at the end of the three years for which they were engaged, no steps were taken to replace them.
In consequence, after some communication with the Government, the present Nursing Association was started, and your Committee feel that the Association has succeeded in that it has kept two nurses here at the service of the community nearly the whole time since its inception, and, further, that it has been so far financially successful that with the help of about $500 from annual subscriptions, our income has been in excess of our expenditure. Your Committee have, of course, been in communication with the Government with regard to this proposal, and the Government is willing, subject to the consent of the subscribers and guarantors of the Association, to take over and manage the Nursing Association on the following terms, provided the approval of the Secretary of State be obtained.
TERMS.
(1). The Government to draw on the Guarantee Fund of the Institution up to its full amount for the necessary initial expenditure including the provision and fitting up of quarters adjoining the Staff Quarters.
