Dear Lady Piggott,

Hongkong, 20th July, 1908.
I regret the delay in replying to your letter of the 24th May in which you ask that the Colonial Government should increase the nursing staff attached to its hospitals sufficiently to be in a position to supply the community at any time with three nursing sisters for private nursing.

I cannot entirely accept all the statement or concur in all the opinions expressed in the letter but I am prepared to recommend to the Secretary of State that subject to the necessary funds being voted by the Legislative Council of the Colony two Government Nursing Sisters should be added to the establishment for private nursing under the following conditions:-
(1). The Government to draw on the Guarantee Fund of the Institution up to its full amount for the necessary initial expenditure including the provision and fitting up of quarters adjoining the Victoria Hospital and the payment of passages if necessary.
(2). On the quarters being ready for occupation the Government to engage the services of 2 Nursing Sisters on the same terms as those on which the Government Nursing Sisters are at present serving out the engagement to be for private nursing with the condition that after 3 years of wholly satisfactory service a sister shall be offered the first vacancy that may occur on the Hospital Nursing Staff of the Colony.
(3). As soon as the Government Nursing Sisters are available the Hongkong Nursing Institution to cease to exist, the balance of its funds, if any, being transferred.
