My Lord,

I have the honour to transmit for Your Lordship's consideration and decision on the matter raised in it a copy of correspondence with Lady M. Piggott, Honorary Secretary of the Hongkong Branch of the Colonial Nursing Association and Vice-President of the Colonial Nursing Association in London asking that the Hongkong Government should increase the Nursing Staff attached to its Hospitals sufficiently to supply the community with three Nursing Sisters for private nursing.

Provision of this nature was recommended by the Committee appointed to consider and report on the various proposals put forward for instituting a permanent memorial in connection with Her late Majesty's Diamond Jubilee. That Committee proposed in their report of the 15th April, 1897, that "nurses be obtained from home forthwith and that their services be available for private
