It is with my deep regret I have heard of your leaving your present post as Shipping Master at Hongkong and as I have some inkling of the reasons for same I am astonished and surprised to think that credence should be given to statements which in my opinion are utterly unjustifiable and untrue, the more surprising is this the case when one considers the many years you have held your present position. It has always been a pleasure to me to work with you! I have never heard a single complaint and after eight years experience discharging off crews in various parts of the world I can truthfully say that the Shipping Office at Hongkong under your supervision has always struck me as being "par excellence".
