During the many years I have been commanding vessels belonging to the Company and returning to Hong Kong, I have always been present when you were paying off, or signing on, the crew. In doing so, I have never known an instance where you have not acted with the utmost impartiality, nor have I known a single case of dissatisfaction among the members of the crew.
The money used in disbursing is handed to you by me, and you account to me. I am pleased to add that for accuracy and expedition, there are few ports to compare with Hong Kong when engaging or discharging a crew.
