Referring to Your Lordship's Confidential Despatch of the 28th of September, 1906, and to Sir Matthew Nathan's Confidential Despatch of the 14th of November, 1906, in reply concerning allegations regarding the Shipping Master at Hongkong, I have the honour to inform Your Lordship that, shortly after Sir Matthew Nathan's Despatch was sent, the Harbour Master, having reported the incident which forms the second charge brought against the Shipping Master, Mr. A. P. Guterres, in the list of charges of which a copy is enclosed later on, it was decided by the Acting Colonial Secretary that Mr. Guterres should be formally brought before the Executive Council with a view to his suspension.
