I am not in favour of extending the practice of triplicating despatches for the information of this Office, as it has been supplying desk copies.

The use of paper which makes it possible to produce three copies as one operation has been considered. Accordingly, we have been copying Transvaal despatches in triplicate on 3PN tissue, but the 3rd copy is not a good one. I am afraid it would not stand the favourable climate of H. Kong.
Moreover, with our present staff, the benefit which we derive from the duplicating arrangement is not nearly so great as that which results to the Colonies concerned.
